Entry-1 blocks *72 followed by any numbers (period at end of string means any other numbers)

dialplan.block_out.number.2="011."

Entry-2 blocks 011 followed by any numbers (period at end of string means any other numbers)

To REMOVE a blocked entry

#dialplan.block_out.number.x="%NULL%" 

(to clear a block rule - remove the # and add the entry number)

 (Ex: to remove entry-1 |  #dialplan.block_out.number.1="%NULL%"
