The following has been tested at North Water elevator lines, which would give dial-tone BUT not be able to dial out.
I increased the following (2) setting in PHONE-1
OnHookTipRingVoltage (INCREASE from 46 to 48) (this may not be that important)
OffHookCurrentMax (INCREASE from 20 to 48) (this is important)
