Requirements:
1.) A DID for the user
2.) A RechUC plus entitlement
(both of these things incur charges.)
1. Under "Manage ReachUC" give the user "PLUS" entitlement
2. Under "Manage DIDs" turn on the SMS & MMS switches, and assign the number to the domain and user.
