You can select a local file as wallpaper in the Settings section of the phone GUI; however if the image url is not referenced in the config file it will disappear after rebooting the phone.

To use this you would upload the image to sipregistration in Custom Manufacturers as described above for directory/firmware.
Insert your image filename as shown:
wallpaper_upload.url = ftp://{$ftp_username}:{$ftp_password}@{$ftp_server}
phone_setting.backgrounds = Config: yourimagefile.png
phone_setting.lcd_logo.mode = 0
Alternatively you can host your image on your web server and retrieve via http:
wallpaper_upload.url = http://yourserver.com/stapler.png
phone_setting.backgrounds = Config:stapler.png
For T2x phones (which do not support png, only dob files) use this code:
phone_setting.lcd_logo.mode = 2
lcd_logo.url = ftp://{$ftp_username}:{$ftp_password}@sipregistration.com/yourfile.dob
