NOTE: THIS IS THE WORKING SOLUTION:
To resolve, you must create a ONE TOUCH BUTTON and program it to dial the trunk group code and any additional two digits to satisfy the Panasonic system to open the talk path.
So I made the Line-12 = Trunk Group 2.
Program the Once Touch Button = 80233 ( note the 33 can be any digits, it doesn't matter)
Now the Paging works, it's just that they will not see that L12 in use, since they now do not have the line appearance but instead a one touch speed dial.
NOTE: THE BELOW DID NOT RESOLVE THE PROBLEM.
When using a CO Line to connect to a Paging System or Building Intercom System for a Doorman, there are two timers that you need to adjust so your voice can be heard immediately.
The problem is when you press the CO Line Key to Page, your voice will be muted for the length of this timer, so the other end will not hear you until the timer is up.
Since it's set at 10sec for the first digit, your voice will be muted for 10sec or until the dial plan has been fulfilled. In the case of paging, you are not dialing any numbers, so this timer kicks in.
Lower the Analog CO First Digit Timer from default of 10sec to the lowest allowed which is 1sec. Also lower the Analog CO Inter-Digit Timer from default 5sec to 1sec.
Now when you press a CO line your voice will only be muted for 1sec.
